How to start an engine that may be flooded?

NEW UNIT WILL NOT START / HARD TO START
If the starter rope was pulled several times while the choke was in the closed 'COLD' position and the engine still will not start, the engine may be flooded. It's possible that the engine pop or false start was not heard. This means the engine tried to start but the engine did not continue to stay running, because the choke was still in the cold start position and the engine was flooded.
Try these steps to unflood the engine:
1. Check on/off switch. Switch should be in the run position. Not in the stop position.
2. Choke lever must be put in the run position (choke open position). Choke must not be in the cold start or closed position. 
3. If unit has a purge bulb, depress it until fuel enters the bulb and the fuel returns back to the fuel tank through the clear line.
4. With the unit resting on the ground, squeeze the throttle trigger to wide open throttle or fast position and at the same time the trigger is depressed pull the starter rope several times until the engine starts. Minimum 10 to 15 times. (Flooded engine will usually only take 6 to 8 pulls to get engine started.)

USED UNIT WILL NOT START 
*NOTE: First make sure the engine is not flooded by reading through the above procedure.
1. Check the fuel and oil 
   Fuel must be less then 30 days old
   Fuel should be 89 octane or higher
   Fuel must be free of water and dirt 
   ECHO Power Blend Oil or approved ISO-L-EGD and JASO M345 FC/FD oil should be used
2. Check the fuel delivery system
   Fuel lines should be free of cracks and/or kinks.
   Fuel filter should be clean
   Purge bulb should fill with fuel
3. Check spark and ignition system 
   Spark plug should be gapped at .024 - .026".
   Spark plug should be clean or replaced
   Check to see if spark plug wire is tight on plug
   Make sure that the on/off switch is not corroded
   Check all wires to make sure they are not cracked or pinched
4. Check the air intake system
   Check to see if air filter is clean
   Make sure there is no dirt in air box or obstructions
   Check to make sure the choke lever works ok
   Make sure the carburetor and intake are tight
